Does adding a second CPU to dual CPU motherboard require re-install of win2000 SERVER (as in NT)?

Nope.
Just open the box, put the CPU in the slot, reboot, and then go into Device Manager -> Computer and update the driver to the APCI Multiprocessor.
Reboot when done.

Your second CPU should have the identical stepping level as the first CPU. Although it is possible that different stepping levels can be used ( Bios must support both levels) Windows will use the capabilities of the least capable CPU. - I still wouldn't do it
