Are you interested in installing Windows on a computer on a network with one or more Linux computers and being able to communicate between them? If so the answer is yes you can, by setting up and installing Samba Services on the Linux computer(s).
If you are trying to install Windows 98 on a computer with Linux so you can boot either operating system, it is possible, but it is best to install Windows first.

For information on how to do either see:

If you have setup TCP/IP protocal on your Windows network settings, then you can start accessing your Linux systems from a Windows 98 PC via direct IP addresses, without first starting up Samba. If you are networked, you should already be able to use Windows 98 utilities such as PING, FTP, Internet Explorer, and Telnet. You would need to ensure your Windows 98 network settings refer to a domain name and work group name that matches the Linux network.

Samba will allow you to create "mapped network drives" on the Windows 98 PC linked to a file system on the Linux server (subdirectories). You would be able to map an Windows F: drive to a location on your Linux system. Data kept there could be accessed by several Windows PCs. Presumably your Linux server has a good backup system installed, and this would end up being a safe place to keep your Windows data files.
