All White Icon Text in Windows 7 ???

In the Enterprise Version of Windows 7, the text for Windows 7 is exclusively white. It seems that you can change text colour in XP Pro easily enough, but Windows 7 allows you to change everything BUT the text colour.
Is there a way to change the text colour within the system ( Without adding a text add-in or add-on)?

On the desktop, I'm assuming.

7 has themes. You can't do what you used to do in XP. I don't think any of the apps that help to bring back the Windows "classic" look (like Classic Shell) provide for this, either.
