You can either modify the registy (not recommend unless you're familiar with NT registry, since you may mess up your OS if you mishandle it), or a simpler and safer method - using Tweak UI program. you can download it free from http://www.microsoft.com/NTWorkstation/downloads/PowerToys/Networking/NTTweakUI.asp
Once you downloaded and installed the program. Go to 'Control Panel' and execute the program. Click 'Explorer' tag to remove the arrows on the shortcut icons. Hope this helps.

In Win 98 (same for NT? probably), TweakUI simply replaces the small arrow overlay icon with a transparent icon referenced in the following registry key: HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\explorer\Shell Icons
If you have not installedMS Plus!, the only key will be the "default" key for which a value will not be set. In this case, you would set a new String Value (Edit\New\String value) and call it 29 (replace "New Value #1" with 29). 29 identifies the shortcut overlay icon. Modify thisvalue (highlight the new value and select Edit/Modify) and in the Value Data box enter the path to your transparent icon. Example: c:\windows\system\trans.ico. If you have installed Microsoft Plus!, then you will probably see many values already entered. Modify the value named 29 to point to the transparent icon. Once you've modified the Shell Icon key, you have to reboot into Safe Mode and delete the hidden, system file called SHELLICONCACHE (no extension). On reboot your shortcut icons should appea

there are many different programs and ways to accomplish what u ask in your question. but by far the easiest way is to go to display properties/appearance
and change the size of your icons from 32 to 30. and poof the annoying white arrows are gone

I can't remember how to do it in the registry, but if you have a copy of the Windows NT4 resource kit there's a neat little utility in Powertoys called TWEAKUI, which, if used correctly, can be used to repair your shortcuts and the shortcut icons ontop of them.
