Try Safe Mode

with a command prompt. This should allow access and will boot with a greatly reduced set of drivers.

First see if there is a driver associated with the error i.e. filename.sys
If necessary Google the file to determine what it is used for.
Then enter safe mode and at the prompt type explorer.exe That will give you a Desktop to move around in.
Use the Device Manager to rollback the bad driver or to disable the device (dependant on what it is and if Windows can load without it).
