Building foreign language Win 2008 enterprise r2 x64 servers

What is the high level gist to building say a German, or Portuguese(Brazil) win 2008 en server?

Load windows english os first
Load the multi language Pack
reboot the server selecting one of the 35 supported languages?

I am new to gathering the foreign language side of server building.

Where do you get those? We have an MSDN subscription, and I did not see them. I did find all the English server .iso files though.. Are they stored in a different location?

M$ doesn't have the ISO's available for Download

You need to buy the Local Version of Windows Server from your Country Supplier.

Hmm... I work here in the US..We create software that we sell in foreign countries, thus our need to test in their languages... Any tips on how to find the localized versions for other countries??
