Can just anyone sign up for an account and download software from this site

I'm just wondering if you have to be some sort of engineer or something to sign up for an account and download software here.

This link gave me a 404. Welcome to TR and I'm not an engineer.

I did pay for the first years subscription but I found that it wasn't for me. Been freeloading for seven years now.
