Can someone help with Outlook Sending Problems?

Hello,
I am using Outlook 2003 and migrated from Outlook Express 6. I imported and exported my folders, emails and contact list which all appear to have transferred OK. The problem I am having is that although I believe I am receiving emails OK, it appears that I am not sending emails consistently. For example, I can send an email to myself with and without attachments and I receive them. If however, I send an email to someone else with a CC to me, the message does not get to the recipient and I do not get a copy. It DOES show up in my SENT folder as having been sent. I checked my Outlook account settings and they "appear" to be correctly set. BTW, I am using Windows XP SP3 and MS-Security Essentials. I tried to see if MSE had an email setting which might be conflicting with Outlook, but couldn't determine anything on that note.This is very frustrating and I would appreciate any help on this soonest. Thanks for any guidance.

Hi, yes I double-checked through the tools/email accounts/change and all appear good with no errors. I just sent an email with no attachments and although it shows up in the sent folder, the recipient indicated (by phone) it wasn't received.....

Outlook Sending Problems

Reinstalled Outlook and then completely deleted outlook email accounts and rebuilt them. Microsoft Security Essentials was NOT the issue. Also, under tools/email accounts/view or change email accounts/change/more settings/outgoing server tab - make sure "my outgoing server (SMTP) requires authentication box" is checked with "Log on using - user name and password filled in". On the "advanced tab" use 110 and 25 ports with both "this server required encrypted connection (SSL) boxed unchecked.
