      Check the programs that may be running in the background,anti-virus can be checking files or you have another program that you have installed on machine that is running,while computer is running press the ctrl+alt+del keys and check out what programs you have running,you can end task on all programs,but leave the Explorer and Systray

      Also you may want to try running the scandisk and defrag from DOS mode

      Check the system for viruses and also this may be a sign of a hard drive going bad

      2 ways to get past this issue;

      1. Boot into safe mode.
      2. Shut down all programs and screen savers.
      Right click on every item in the system tray and close all that you can.
      Press Alt-Ctrl-Delete and shut down every program except explorer.
      Right click on a blank area of the screen, and select properties.
      Click on the screen saver tab.
      Select none and click on apply.

      When in safe mode, you still may need to shut down a few programs.

      I also recommend cleaning up your drive before running scandisk and defrag.
      You can safely remove any files that are over 1 week old from the Windows\temp folder.
      I would also clear out your temporary internet files.

      Do you know the name of the program that is writing? If not its a virus, try to scan it with updated antivirus, maybe it’s a worm that bugging your drive…..

      Clossing all program is needed when attempting a defraging.
      Pressing Ctrl-Alt-Del, allows you to see the program that is running, and give you an option to close it…Explorer, and the Systray are important, don’t close it….It will close the windows session..
