Can't start PC dead in the water

EXPLORER caused an invalid page fault in module explorer.exe. at 017f:00401f31.
Rebooted, loged in and get aboue error, system just sits with hour glass. I have a startup disk but can't get to see the C drive. Ran A:ext and it saw the E drive, notsure what files to copy off the e:\Win98 disk to the c: drive. Help I don't have a clean backup 4+gb on drive.

Try coping files from startup disk
Insert floppy and bootup computer,choose to run without CD-ROM support,floppy should engage,when files are finished loading,eject floppy and reboot
To create EBD from DOS
Type X: hit enter,whereas X is the letter of CD drive
Type CD TOOL: HIT ENTER
TYPE CD MTSUTIL- Enter
TYPE CD FAT32EBD-Enter
Insert Floppy
Type FAT32EBD-Enter
Follow onscreen instructions

Since you are able to see the e:\win98 you can install win98 again, without too many hussles.
You can reinstall it in the folder again or you can install it in a new folder (may be c , d or e since you have multiple partitions.
Optional you can put that harddisk in another pc too, copy the nessary information somewhere safe and start clean on the previous harddisk. (best option if you have the chance to do it)

Did you try to start with safemode and diagnose the problem ?

I am unclear if you are getting the screen "starting win98" so you can press f8.
regardless I think your best bet is to install that drive as a secondary drive in another pc.
Make sure that pc is has an updated antivirusprogram runnng. and copy the data from the bad harddisk to this pc.

I have tried to boot in safe mode. I get to the login screen, log in and get the same error.

When you install some 3rd party software or an earlier version of internet explorer over a nwer version it may damge or replaces old version of some windows files.
Since you have 4 GB and it is one partition it should not be FAt16. You need to create a Win98 startup disk that supports FAT32 which DOS does not support.
If you have Win98 or win98 SE you will have the Startup disk creation program (Fat32ebd.exe) on Windows 98,SE CD-ROM, but it is not included on the retail Win Me CD-ROM.
You need a startup disk which include driver that support your CD-ROM.(if you have any PC runing win9X then you can create a startup disk by:
Start->Settings->Control Panel->Add/Remove Programs->Startup Disk tab->Create Disk.Boot your PC then go to your CD-ROM say then type:
cd\tools\mtsutil\fat32ebd\
Then run the program fat32ebd.exe (you need a blank virus free floppy disk)
Flow on screen instructions.
After you crated the FAt32 boot disk then reboot while it is on the A: drive.

Bootyour PC then go to your CD-ROM say then type:
cd\win98, and then press enter.
Type the following command and then press enter:
extract /a /y /e /l c:\windows\system base4.cab shdocvw.dll mshtml.dll comctl32.dll shlwapi.dll shell32.dll explorer.exe
Reboot your PC.
if you have problems with control panel or windows explorer then extract these files to Windows\System. Inetcpl.cpl,Ole2.dll,Ole32.dll,Oleaut32.dll
Olepro32.dll, Olethk32.dll, Setupwbv.dll , Softpub.dll, Urlmon.dll,
Wininet.dll, Wintrust.dll
Tip:
Even with this problem you can run windows by usingthe old shell program (same looks as win3.x)
After you boot do:
locate your system.ini then use any editor to edit it.locate the line
shell=Explorer.exe it is under the section [boot].
change it to shell=Progman.exe then reboot your PC.You will see win9x in flavor of 3.x then do as above.

I can?t get the PC to boot up at all. I have tried using the startup floppy, starting in safe mode, and direct boot from CD. When I boot with the floppy, start with CD help, I get to the A drive.
Type A:\ext
Please enter path to windows cab files. E: (win98 disk)
Please enter the names of the files you won?t to extract. ???????
Please enter path to extract to. C: (LOCAL DRIVE)

Ran A:ext and it saw the E drive, not sure what files to copy off the e:\Win98 disk to the c: drive".Did you install any software before this happen if yes restart the PC then press ctrl when you see the options choose the option that says boot to DOS.
IF this ok then pls extract the files and folow my previous answer.
If not then you have either a *** damage hard disk or a *** virus you need to get a clean boot disk anda hard disk utility or a virus cleaner.
Hint:
Try to run scandisk when you boot from your boot disk to check if you have a hard disk problems.
if possible ren name the old files before extracting.
