Can't use Policy Editor from NT to remot

I have WINNT system and trying to remote to another within the domain with Policy editor to a win95 system and not able to. It tells me to make sure remote registry is running on both systems.

What protocol am I missing?

1. nt server
2. user level access
win 95 box:
network prop
add services>microsoft>microsoft remote registry
reboot & oppress

If you have a Domain With a policy Running
and you set your win95 Systrem in Network|Client for Microsoft network|properties|Log on to NT windows Domian=?Domain.
