Try adding the following lines into you config.sys and autoexec.bat This can be done by typing start run sysedit.

Config.sys
Device=c:\windows\himem.sys
device=c:\windows\emm386.exe noems
dos=high,umb
devicehigh=c:\windows\aspicd.sys /d:idecd01
(make sure you copy aspicd.sys from the windows startup disk into the windows folder.)

Then in autoexec.bat enter the line
LH c:\windows\MSCDEX.exe /d:idecd01

Let me know if this helps or not.

Adaptec has a neat program called Aspichk.exe which will tell you if ASPI is correctly installed.

The CD drivers on the startup disk, and the floppy that comes with many CD-ROM drives is for DOS mode access ONLY!!!

I have NEVER needed to add lines to Config.sys or autoexec.bat in order to have a CD drive function properly in Windows.
For Windows 98, Microsoft recommends that both files be blank. Unless you need DOS mode access to a hardware device.

What you need is to install the IDE drivers for the chipset on your motherboard.
The W98 default drivers have very limited device support.

To identify your motherboard and the chipset on it, check out the following.
www.motherboards.org
www.wimsbios.com
www.belarc.com
www.sisoftware.com

If this is a name brand system, you should be able to download drivers from the mfgs website.
