The difference you are talking about is Source Code vs machine Code, or in some cases as with PERL, etc. it is not compiled like C or other languages, it is interpreted "on the fly" so you can read them. There are machine code "decoders" you can download, but they are not much help as the original code is gone once they are compiled and you are left with Assembler that is really hard to read.

Fofa is correct, except that utilities for showing the assembler code are often called "de-compilers". It is possible to use a programmer's debugger (such as the debugger included in Microsoft Developer's Studio) to do the de-compiling to assembler for viewing it. Other de-compilers have features that would assist in the process of figuring out what the program does, but it would still be an immense project to figure out what a compiled program is doing.

The important thing is that once a program is compiled into machine code it is virtually impossible to look at program itself to "see" what it does. Programmers such as I like that since then our work is protected. We do not want other people "stealing" our work and a program that is compiled into machine language cannot be "seen" without a tremendous expense at least. It would probably take months to figure out even the simplest programs.
