There is an easy way to cancel the popping up of cmd.exe at startup. In the start menu click Run. Type msconfig and under the starup tab, uncheck the box before cmd.exe. About the control panel, there isnt much information. U must tell whetherthe window for the control panel tool opens up, when u doubleclick it or is there just the cmd.exe?

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run and Run once

As well as Registry entries found in
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run and Run once
