compaq presario cq40 no power

hi everyone! my compaq presario cq40 is not powering up. when i inserted the ac adapter cable (without battery) there's a light underneath the dc jack but power led indicator is off. when i open the laptop using ac adapter and battery at the same time still the there's a light underneath the ac jack, and battery led indicator is on.

i did by removing the battery and ac adapter and pressed the power button switch and hold on for 60secs and insert again the ac adapter but same problem exist.

i checked the ac adapter by using multimeter and it gives right power. also, i checked the dc jack connector and no wiggle on it.

please help

Edit: i forget to tell that cpu fan and hdd not spinning.

      The best one would be if you have Voltage at the AC Adapter but little to no current so that means that the Battery is not charging and has run down below the threshold of being able to power on the system. The easy way to test that is to try the AC Adapter on another NB and see if it charges the battery.

      If it's not that then there has to be a failure on the M'Board of the Note Book and that effectively means that you have to look for another NB as most times it's cheaper for the owner to buy a new system than to pay for a replacement M'Board and Labor in fitting it.

      As of now I don't have a spare NB to test the ac adpater that have the same DC output. I'll try to check in my neighbors if there's any.

      Anyway, I am just wondering if there's any possibility that the culprit here is the DC power jack. And by the way what is the light underneath the DC power jack? Can you explain it further please.
