Concurrent dual language with 2 keyboards

I have a windows 7 installation on a PC with 2 physical keyboards. The first keyboard is standard US English. The second keyboard is the same as the first except is has been fitted with Cyrillic/Russian layout stickers. I have the second language installed in the machine and it is working fine.
What I am wondering is, is it possible to set the second keyboard to use the russian layout while the first keyboard is still using the English layout. This is purely for convenience.
I can use the language bar to choose layout, and then use the corresponding keyboard if no other solution is found, but is can be a hassle.
