If you have a dedicated Internet connection to the network, aned your mail server has an MX record in DNS, then you could set up Internet Mail accounts in Outlook, and dial in that way. The individual account security is handled directly in each Internet Mail account. The problem is, it would all download to the same local PST file - there is NO WAY around this (that I know of...)

First: Set up the individual Outlook to accept multiple Users.
Second: Add a User Profile for each new person.
Do this by having the first person turn Outlook on. Once Outlook is open, go to Tools, Options, then click on the "Mail Services" Tab. Then under the Startup Settings, choose the radio button to "Prompt for a profile to be used". Close out of Outlook.
Have the first person log out of the computer, and the next person log into the computer.
Right click on the Outlook icon, Properties. When the dialog box comes up, click on the "Show Profiles" button. Highlight the current users name in the top box and click on the "Copy..." button. Enter the New User's name (Or nickname or whatever they want to be known as) and "OK". This user's name now appears in the top box.
With the new user's name highlighted in the top box, click on the "Properties" button. This will bring up the "Services" Tab with the Mail Server highlighted. Again click on the "Properties" button. Replace the Old User's Mailbox name

The only way to handle multiple downloads, with seperate accounts, while keeping thier mail seperate, is to have an exchange server do it. If you set up an exchange server, it will download mail for all accounts to it. From here, it will pass on themail to each user as they log in. Past that, they would have to share an account.
