So what exactly is the problem or issue?

What OS, PC, vid card, monitor?

If he is able to reinstall drivers, then he has video, obviously.

Windows supports multiple display ports and you can switch what the 'active' display is (e.g. whatever is plugged into VGA vs DVI). Sometimes you have to manually switch the inputs on the monitor as well. It's helpful to do these two actions at the same time.

Seeing your friend's track record with computers, I would seriously doubt that he installed the correct drivers for the card, and most likely he has bent the pins for the VGA connector.
