CSR on Windows 2003 w/o IIS

I am trying to generate a CSR to submit to the third party CA. I have tried to find how to generate a CSR on a system w/o IIS installed. When following instructions of using the Certificates snap-in, but the "Generate Certificate" option is not available. Is it feasible to temporarily install IIS 6.0 in order to generate the CSR to submit or is there another option that is available?

You can generate the CSR on another machine with IIS installed

You can generate the CSR on another machine with IIS installed and go through the entire certificate installation process. When you're done, you can export the Certificate along with the private key and then import it to the server that you desire. That will avoid the need to install IIS.
