Desktop .ini files - a mystery

Today I notice that 2 .ini files have appeared on my desktop and I know not from wence they came.
The first one says:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21769
IconResource=%SystemRoot%\system32\imageres.dll,-183

The second one says:
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21799
This is Vista Business Edition
What in the name of things bright and beautiful is Bill doing to me now?

they are both called desktop.ini right?

You chose not to hide protected OS files in folder options

You opted to view hidden files is all. They were not showing up before. Here I was looking for the real mystery of Desktop.ini files - like why are they ignored, where is the folder cache stored, and how is it refreshed without individually resetting each folder icon?
