Need 64-bit processor for 64-bit OS to run on. 64- bit processor will run a 32-bit OS and software. 32-bit processor will not run 64-bit OS or software.

The number of bits has to do with the type of instructions a processor can run, registers, and the amount of memory the system can address. To fully utilize 64-bit hardware, a 64-bit OS is required (for instance, to use a full 4Gb of RAM).

Its the same as

8 bit and 16 bit
16 bit and 32 bit

64 bit processors can handle 8, 16, 32, 64 bit data and instructions
32 bit processors can handle 8, 16, 32 bit data and instructions

Software including OS?s must be written to suit the processor

How the hardware is configured depends on what it is doing at the time
