Disable Active desktop in 98SE

I have a need to remove the active desktop options from Win98 SE. TweakUI achieved this in the original version with IE4, but has no effect with IE5. Reason I need to do it is to stop users taking the 'view as web page' option, losing the icons and a rush of calls to the help desks. Any ideas gratefully considered. MS have implied this is an unsupported request, but there must be a registry hack

Use the system policy editor to disable active desktop components.
It is located on the cd under \tools\reskit\netadmin\poledit\poledit.exe
Run this go to options select policy templets. click on add. Select the shellm.adm file in the same folder.
Select File open registry.
Double Click on Local User
Edit the Desktop and restrict as you wish. Checking do not allow changes to the active desktop will remove view as a webpage from the rightclick menu and Display Properties applet. You can be more orless restrictive than that also.

use policy editor located on the win98 cd in the poledit directory to create policy files for your users to restrict them from doing certain items and disabling important things like regedit etc. if you are running an nt network, store their policy filesin the netlogon share directory or if it's just '98 the best option is to place the policy files in the windows directory and change the path in the registry so the computer looks for the policy file there. let me know if you need anymore help.
