Disable remote access to windows 2003 server services

I have a issue of users accessing the services on a 2003 server, they are currently accessing the services by:

on their workstation they right click on my computer and click on manage, when computer management loads they right click on Computer Management (Local) and connect on the server in question, them they are stopping services.

i need a way in which to stop them accessing the server services remotely. (without disabling computer management on their worksation)

Remove the users from the Domain Admins groups and if they need higher access rights than a regular user add them to the local Power Users or Administrators group in their respective workstations.

they need machine or domain admin rights to stop/start services on the machine.

they are IT Technicians, so they are local admins on all workstations but not on the server

the users arent in the Domain Admin, only myself and network manager, there not in the builtin administrators in AD, they just have local admin on workstations
