DNS & DHCP

My company's network have One server(DC) was configured DHCP & DNS. The network have three
subnetmask(xx.xx.xx4;xx.xx.xx5;xx.xx.xx6). If a PC already have a IP address belong to xx6(EX: xx.xx.xx6.123). When you plug the xx4 cable in that PC ,IP address of that pc still is xx6(xx.xx.xx6.123). We have to use "ipconfig /release" command to release the PC's IP after that delete xx.xx.xx6.123 in DHCP and DNS together. Final,I use "ipconfig /renew" command then PC's IP can be change.
Please help me how to change PC's IP without deleting IP in DHCP&DNS ?

ipconfig /flushdns ?

ipconfig /flushdns Purges the DNS Resolver cache.

ipconfig /registerdns Refreshes all DHCP leases and re-registers DNS names
