Domain Controller Security Policy

Environment single domain in mixed mode only one Domain Controller.<p>
I am unable to open my default domain policy or domain security policy from my Domain Controller either through Administrative Tools or Active Directory Users and Computers> Container> Group Policy> Default Domain Policy.<p> I get the same error message <b>Failed to op the group policy object. you may not have appropriate rights</b><br>
Details The system cannot find the path specified.<p>
How do I go about fixing this?<p>
I know this hasn't anything to do with security permissions.<p>
I suspected that SysVol folder is messed up and DC can't find the GPT file (Group Policy Template). THIS IS WHAT I HAVE INSIDE<P>

TechNet article Q253268 said the reason for this error is if one of the following folder structures is/are missing:

%SystemRoot%\Sysvol\Sysvol\DomainName

%SystemRoot%\Sysvol\Sysvol\DomainName\Policies

%SystemRoot%\Sysvol\Sysvol\DomainName\Policies\{GUID}

%SystemRoot%\Sysvol\Sysvol\DomainName\Policies\{GUID}\Machine

%SystemRoot%\Sysvol\Sysvol\DomainName\Policies\{GUID}\User
