Error 651 in Windows 7

Error651 comes up in Windows 7 (The modem or other connection device)has reported an error. Hi all, I am tearing my hair out with this problem when trying to connect to the internet and if one googles this error 651 so are many others. There are many different solutions offered http://ghost301tech.wordpress.com/2009/10/29/error-651-in-windows-7-a-killer-for-internet-connectionvpn/which I have tried and do not work, some saying this is a known problem in Windows 7 so I am wondering why I do not see this discussed in this forum other than in XP and the next question is what does
Microsoft have to say about it. According to some the problems seems to realate to the Raspppoe.sys file in c:\windows\system32\drivers where one suggestion is to rename this and substitute with the same name file from Vista but being a
system file win 7 will not allow you to do this indicating that this needs to be done by a trusted installer.
Again my question is what does Microsoft have to say about this? - cannot seem to finds any comment from them anywhere - can anyone help?

1. Rename the raspppoe.sys to raspppoe.old or any other name as per your choice.

2. Download the file from http://www.windowsreference.com/wp-content/uploads/2009/05/raspppoe.zip and save it in Windows/System32/Drivers directory.

You may be able to rename the file using the cmd prompt. Try using the attrib, takeown, and Icacls to do it.

Nervous about Deleting sytem files

Thanks G-Man, I have already previously downloaded the zipped raspppoe.sys file and tried to rename the existing file, which Win 7 would not allow and then Jamblaster kindly came up with a full procedure to take ownership of the file which is outlined fully at http://www.howtogeek.com/howto/windows-vista/how-to-delete-a-system-file-in-windows-vista/
G-man the question is have you actually done this with success as related problems with this are also outlined at http://www.computing.net/answers/windows-vista/cacls-takeown/3272.html
In the meanwhile I will try a few other suggested solutions this weekend and change the sys file as a last resort unless G-Man has actually done this with success with no other related problems ??? Otheerwise are there any other suggestions ?? and n the meanwhile thanks for the suggestions.
