First Thing first
1.)You've got to set up Mailboxes for each user through exchange server admin.
2.)You should associate each user with their respective NT Accounts.
3.)Then on the client side add exchange services in Outlook 97 / 2000 & configure it with the username (as specified in exchange mailbox) & server name (NT Machine name on which exchange is installed) I would suggest creatin the .PAB file on the server for centralisation.
4.) Till this point your users will be able to send internal mail to each other.
5.) As per the external mail being pushed to each user are they going to send uot mail too? E-Mail me with exactly what you want & I'll post the answer to that part.

Regards,
Best of Luck.

To enable the external (internet I assume) e-mail, install the Internet Mail Service. From the File|Install other... select Internet mail services and use the wizard to set it up. This will provide SMTP and POP3 service to your users. For this machine to recieve email from the internet it will have to be registered with Internic as a host machine if it's not already part of an internet domain. You can also have mail forwarded from another machine if one is available.

Good luck
