Exchange or Outlook?

Following situation:
I currently work for the government in a city in the Netherlands. Now they have the following problem. People (internally) can send mail to all addresses but it does not always arrive. Some mailservers won't react or refuse connections? When we mail from the outside it works!?
Look at this example for the errors generated:

Your message could not be sent.
A transcript of the attempts to send the message follows.
The number of attempts made: 42
Addressed To:
Karoline.deGoeijenBeekman@getronics.com

(2) Failed to send to identified host,
Could not Connect to Host: mailus1.getronics.com, Error: Unable to connect to server

The list keeps going on, I just took the first events coming from people who tried to send some mail internally to Getronics.

Besides Getronics there are 3 or 4 other maildomains that give the same errors. Other domains work.
The mailserver locally is Exchange 2000. Clients have all Outlook 2000. Settings are not changeable (policies) I hope these are good, will have to take a look at that.

Can someone help at this?

MS Exchange server is a mail system. Outlook is a client of course. Outlook can be setup to operate straight internet or when usually setup in Corp/Workgroups it makes use of all the bells and whistles of Exhange mail.

In this case I suspect that when you are sending to the OTHER SERVES think Doamin and maybe different mail Be sure to send to fully qualified Intrnet E Mail addresses on those servers i.e. SMTP fashion not server internal short cuts.
Also if those others may be Lotus CCMail or such then its absolute to go fully qualified Intrnet approach and even then you may still have problems.

The other systems also use Outlook and Exchange. I am going to contact the postmasters but it is a strange problem.

31 july: started with some testing. Tried a ping and sending helo to the servers that don not respond. The servers with the lower numbers do not respond , the higher numbered ones do. So when sending mail from the outside, if the lowered numbered one des not take up on time it goes to the next server, internal at Gemeente Noordervelt (government) this resolve does not happen? Probably because the mail send from the outside arrives at the servers while mail send from inside the gemeente doesn'tand produces errors like in the example.
