Exchange OWA Says........"You are not authorized to view this page"

I have a exchange servzer in DMZ Zone behind the firewall with cisco router.
and exchange server 2003 small business server configured to provide OWA to the outook user with http/web.
I hosted my site to the ISP and i dont have any dns enty in my servers.
My ISP take cares all the DNS resolves querries.
Before 2 months back users were able to access OWA using but now when we put the same in
IE it shows
"You are not authorized to view this page
The Web server you are attempting to reach has a list of IP addresses that are not allowed to access the Web site, and the IP address of your browsing computer is on this list.
-Please try the following:
Contact the Web site administrator if you believe you should be able to view this directory or page.
HTTP Error 403.6 - Forbidden: IP address of the client has been rejected.
Internet Information Services (IIS)
-Technical Information (for support personnel)
Go to Microsoft Product Support Services and perform a title search for the words HTTP and 403.
Open IIS Help, which is accessible in IIS Manager (inetmgr), and search for topics titled About Security, Limiting Access by IP Address, IP Address Access Restrictions, and About Custom Error Messages."
Now do u think is any error in firewall or router,I use Cisco pix 515 E firewall and Cisco 1600 router.
some one told me to restart the router and Cisco firewall so by doing this will this issue be solved or ..........?
What all will I have to do to conferm with my ISP wearther webmail service is running or not for my clients or what all .........................I dont know.
I have hosted my site some where else and My ISP is other from which I took Registered IP address.
can anyone send me the answer it willbe a great favor for me .............
