EXPLORER.EXE won't run on my computer

i have a work station with windows xp the problem with is that when they try to logon they get nothing just their wall paper (no start button no desktop icons no nothing) i hit ctrl,shift,esc. and i click on task manager and explorer.exe isn running i try to run it but i get an error saying "Windows cannot find explorer.exe. make sure you typed the name correctly and then try again" i also tryed replacing it i compyied it from a working computer but no still the same thing any ideas befor i try and repair it with winxp cd??

sfc /scannow

This command will immediately initiate the Windows File Protection service to scan all protected files and verify their integrity, replacing any files with which it finds a problem.

Where i found this issue 6 people said it worked, messing with the registry is bad do it if you know what you are doing.

Here's how to fix this issue:

1. CTRL-Alt-Del to bring up Task Manager.
2. Click File | New Task(run).
3. Type regedit in the Run box and click OK.
4. Browse to the following registry key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\
Windows NT\CurrentVersion\Image File Execution.options

5. Under this key there will be subkeys named explorer.exe and iexplorer.exe.
These keys are pointing to files that have been removed (virus/spyware); explorer32dbg.exe and iexplore_dbg.exe. Delete the explorer and iexplorer keys entirely. The should not be listed under the Image File Execution.Options key.
6. Close the Registry Editor.
7. Restart the computer.

The Windows desktop should load fine now.

did you have power failure
will it work in Safe mode? if no, boot into recovery console, run chkdsk /f
if yes, check for malware/spyware
