my external hard disk give the message it is not accessible the parameter is incorrect and it showing in disk management in two part one is RAW and another is unallocated format how to fix these problems .

Pack it up and send it to a Professional Data Recovery Specialist. It's the only way to be sure that as much as possible gets recovered.

resize it to reallocate your disk

you'd better backup all the data on that disk( after that, you should get a disk management tool to assist your operation. if your are using Windows 7/8, there is a built-in disk management. You also can get a third party software to resize or merge your partitions.

Here is what i suggest. get a secondary harddrive to install an OS on (or use a second computer) find a data recovery program (active file recovery is a pay version but really good). repartition the hardrive under disk management then mount it and run the data recovery program before anything else. once you have your data (any that it found) save it and then throw an OS back on the older HD.
maybe for the sake of being thorough, run a HDD self test to see if that was the reason for it crashing
