Does anyone know how to convert a .EXE file into a .MSI file

Why do you need to convert them? The answer depends on what you want to do with it.

We want to use group policy

We are planning on updating our Trend micro server, but we don't want to manually run image setup on each workstation and group policy won't deploy exe files

you don't really convert it, you 'package it'

Just like zipping a file does not convert it to a zip.
