Your PC may have been infected with the Sasser worm or one of its clones. check with the Microsoft website for instructions on how to verify if the worm is on your pc and on how to remove it.

What has been done to the computer recently?

Application installs, new hardware, system changes, bios change, upgrades etc?

I experienced this problem with an older PII. After many hardware removals, i finally traced it to the motherboard. Some tips are to switch out RAM, Power Supply, and other peripherals. You may also see if it will stay up in Safe Mode.
