Group Policy

Is it possible to use Group Policy to limit which websites users can go to. For example, if I want to disable the ability of users to go to their hotmail account can I do it using group policy on a windows 2000 AD domain.

Sure. But it should be a collabrative effort between you and Server Mangement.
Most likely you will want to make inaccesability to a certain site a "global" restriction.

You should not restriction one group but allow another access unless it is business critical.

There probably is but it would be far easier to use a firewall, either hardware or software, to block or allow access to sites.
