Guidelines for Web Page developement

Does anyone have a templet that would set up guidelines for organizational web page development and security. Something that could be submitted to the board of directors for approval?

Guidelines for organizational web page development: I would recommend Jakob Nielsen's Website at http://www.useit.com/
He has lots of info including recommended hotlist of links about Web design and user interfaces. He is the guru of webs designed for useability, rather than for capital-S style (not that the two are exclusive, its just that his focus is on user-friendly).
About "security" - Security is handled by the web server, and by company policies, not by the web pages. For instance, there are various settings on a web server which will restrict clients from writing to the web although they may be allowed to post information, or fill out forms and then the information is then fed to a type of holding cell before being processed. As for company policy, some companies will not allow certain types of files (ex. programs) or scripts to be used as they present security risks.
If you are presenting to a board of directors, you might want to involve a web designer rather than doing it yourself.
