Which OS are you using? Has this always happened or is it recent? What hardware/software has been installed since it began happening?

This happens on all versions of Windows 95/98/ME. This is not one specific computer, I see this problem often and you can reinstall windows to the same destination and still get the same error message

There are inumerate reasons why MS's wonderful OS hangs at shutdown. Having experieiced some problems recently, I was pointed in the direction of VGA adapter driver problems. You could try updating the driver to the latest version. This has worked for me. Alternatively check out Q238096 - How to troubleshoot Windows 98 Second Edition Sutdown Problems. Again alternatively see problem specific article Q196008 - Computer stops responding when you try to shut it down. There are related articles within these documents and you should find all of these helpful in hightening an understanding of Windows.

This usually happens due to something called a ghost.
1. Start the system in safemode
2. Right click on My computer/properties
3. Go to device manager and look through each device you will often find a duplicate (usually the floppy drive)
4. Delete both and restart and allow it to refind the missing device - this should fix it.
5. If not disable all Power management settings in bios and Windows. If this fixes it you will need a bios update to allow the newer functions of APM (advanced power management) to work correctly. This will fix nearly ANY shutdown error.

I would try downloading the latest IE service pack. This has worked for me before.
