Hard Drive wont show up

I have an old 233 MHz system that I am setting up in my living room to be networked for simple internet tasks. I have a 3.2 GB harddrive that I installed windows 98 on, and a 512 MB hard drive. The problem is that windows wont assign the 512 MB harddrive a drive letter to let me use it. It does not show up in my computer. In the device manager under disk drives it shows up as Generic Type 47 or something of the like, but in the properties there is nothing for the "drive letter assigned" field.Do I need to write some files to the 512 drive to get it to be recognized by windows? Also, the 512 drive won't let me designate it as a slave, and i can't find any jumpers on it, so I set it as the secondary primary ide device. Any idea what I needto do? Thanks.

Is the HD known correctly to the BIOS?
ie landing sector, sector size all correct - if not sure get the BIOS to do an automatic setup on it.
Is the IDE cable good? Is anything else attached to the secondary IDE? - if so disconnect that.
Is the drive formatted? - if so and no data - run fdisk and clear partition info on disk and reformat

In Windows - go start-programs-accessories-system tools-disk manager?
Can you assign a letter there?

Right, all the stuff in a pc is BIOS contrlled. You need to check from your bios and check jumper settings on both hdrves..

You will have to set them both Cable select OR u need to set on as a master and the other a slave.

Once this is done a 233mhz BIOS will pick them automatically, then u can see it when windows loads.
