Hiding IP address

Maybe some of you know that there has been several blasts in India last week, and some groups have claimed the responsibilities (of those blasts) through email.
Now, the email ID's are being traced back... but most of the time, those ID's are carefully made so that nothing can be obtained.
Also, the IP address can be traced back... here the twist is, A can hack B's IP address and use it to do illegal things. Unfortunately, according to the India rules, the onus is on B to protect his/ her IP so that none can misuse it. I am no computer expert, but after reading some articels, it seems to me that protecting my IP (if static) is NOT easy. Or, is it?
What should B do to protect the IP?

B must use software to hide its Ip or he can change the ip throught the software..
but the thing is that if someone tries to hack... then he will if he is perfect.. ok..and thre are lots of scenarios... so leave this topic there becoz it could be a long conversation..............
