how can i password protect parts of a we

i am trying to create a members only portion of a public website powered by NT server’s IIS. Where UNIX manages user accounts via a database, thus allowing password protected pages, and self created user registration accounts, NT controls all user through the ACL via a domain controller. Therefore, i have to maintain user groups for all users with rights in my domain member ACL. For one, NT doesn’t allow self registration of accounts and passwords through IIS which creates enormous administrative overhead. secondly, any user who is behind a corporate firewall or proxy is refused connection to the domain due to network security conflicts. I want to build a simple username/password protected page for a members only portion for my site to protect customers files from being downloaded by unauthorized users. Building a UNIX server is financially unacceptable right now. How can i approach this issue on an NT platform without having to add thousands of users to my ACL manually?
