How do I make the Windows Key+U activate the Utility Manager during boot?

I am trying to get to a command prompt when I get to my logon screen so that I can change the administrator password. I have copied utilman.exe to utilman.exe.old. I have also copied cmd.exe to utilman.exe. When I press the Windows Key + U at the logon screen, nothing happens. I have tried to use Alt + Tab to see if it was hidden somewhere. I still don't see anything.

This is on a Windows SBS 2003 server. This did work once for me before I copied cmd.exe to utilman.exe, but it doesn't work any more. I can't log into my server because I don't have the administrator password; that's why I need to change it.

Is there a way to enable that the Windows Key + U combination during bootup? It would need to be through some bootable program or the recovery console, because I can't log in at all since I don't have the Administrator password. I have already done a repair install on this server.

Any help would be greatly appreciated.
