ISP > MODEM > Router > PC

Well as per me go in this fashion. ISP > MODEM > Router > PC

You can configure modem and router on 192.168.1.1 range and 172.16.16.1 range for Router to PC. not much difference from your range. Though to minimize conflict.

Now there will be commands for configuration of IOS of your CISCO router. From there you can enter ID and pass directly so when you turn on modem and router it will dial it and connect it.

Then also ask help of your ISP person.
