it can't find z:\setup. you sure you 'booting with cdrom support'?
can you boot with your disk and get to the dos prompt? have your win98 setup cd in the drive. can you find and read it? that must work first...
my method: get situated so can boot with win98 startup disk with cdrom support. (maybe your boot disk is not loading dos drivers for cdrom drive?)
then, format (if necessary) your win98 partition (use fat32).
now boot with setup disk and exit to dos prompt.
assuming c:\ is root of new win98 partition:
md c:\windows <enter>
md c:\windows\options <enter>
copy win98 folder and contents from win98 setup cd into the options folder
rename c:\windows\options\win98 folder to cabs.
so you end up with c:\windows\options\cabs
cd into that folder and run setup.
now win98 will refer back here for any drivers it needs later. don't need the cd anymore, see?

Make sure you have an original windows install disc, not an OEM 'recovery' disk. Boot from CD-ROM.
