How to turn off phone in house

I have an application that requires shutting off (i.e., giving a busy signal) for a home land line phone, and then releasing that line (i.e., hanging up) after an arbitrary period of time. Are there any modem commands or other means of effecting this through a PC? Also let me know what would be the windows tools that would be quickest and easiest to develop a test version of this capability

You could use the ATO command to bring the phone OFF-HOOK. If this line doesn't have call waiting, anyone calling will get a busy signal.
I believe this command times out after 60 seconds, but there is no reason why you couldnt simply fire it off again and again.
There is no set command to make the modem pickup the phone line and simply hold on to it.
AT0M0 - the M0 (zero), makes the speaker silent so you dont have to listen to the dialtone..;)

ps. Another issue you will have is the phone company will detect an inactive line after 30-60 seconds and roll you into the "if you'd like to make a call...message". So I don't see ANY way for it to simply camp out on the line. You're gonna be looking at some cyclic, renewable method regardless of what you do...

HpyerTerm or TeraTerm are both decent Term programs that would allow you to test the full range of Hayes AT commands.
