How to: turn OLD PC into external drive enclosure?

Hello all.
I have an old computer case with old IDE hard drives.
I was wondering if it would be possible to turn the case into a USB style external hard drive storage enclosure that is connected via a USB cable?
Thus how can I turn this case with several IDE drives into a device where I just run a USB cable from the case to a different PC and the other PC sees this just as USB based external storage?
The device that I want to have extra storage for is a security video monitoring system that allows extra hard drive storage via a USB cable.
I can't just run the PC and share the drives on the network.
If I have to I will buy an external hard drive enclosure but I was thinking it should be possible to turn an old PC into an external hard drive enclosure.
Any suggestions?
