Before you can use the Dial Up Option you need to install the Dial Up Modem. If you have already installed the Modem go to the control panel and check that the modem is actually working by running a test on it that is provided there.

Sometimes Software Modems don't work properly with XP and if you have booted up with an external Modem not turned on that Com Port will be inactive to the modem so you'll need to reboot with the modem turned on to get an option to use a Dial Up Connection.

If this is a Broadband connection you don't need a Dial up connection you may need the option that Connects using a User Name & Password or the option that is Always On but Dial up shouldn't be an issue as you never Dial up a Broadband connection.

But it would most likely be a good idea to go into the Control Panel open the Add Remove Programs and then chose the Add Remove Windows Components and add some of the uninstalled Windows components. You'll need the Install or Recovery CD to perform this action but it should allow you access to all the various options. Just make sure to add the Networking Options as well as any others that you require.

does this box have a nic? can you ping the broadband modem from the box? maybe you need to 'refresh' your dhcp settings (with the broadband modem connected)
use ipconfig from a cmd prompt
