I found the solution to microsoft and Virus Sites being blocked

I Completely wiped the System Drive with a DOD compliant wipe. Did A clean install leaving the External drive disconected. Loaded and updated Virus and Anti-Spyware. Updated windows to SP3. Then updated the other 51 updates. On restart, after the 51 updates, microsoft sites and virus sites were blocked, again. However, Spybot S&D notified me that a Global Startup Entry Value had been deleted! The registry entry was KB923561. The data that was deleted was "rundll.exe apphelp.dll,ShimFlushCache". So, I went to regedit searched for 'KB923561' and saw the default entry had no value. I entered the value of "rundll.exe apphelp.dll,ShimFlushCache" and VOLA every thing worked again. The mystery is what deleted the value? I have no idea. Does any one else? Also, avast block the malicious site "gidromash.cn/oc/box.txt". Any ideas as to how to find where this is coming from. The only sites I've been to is cnet for the anti-virus and anti-malware programs. Thier update sites and microsoft's site.
