Imac is not shutting off completely

We have an Imac that when we do a shutdown, it only shutdown the hard drive, but everything else remain the same. Is there a way to fix it?

I'm sorry, i don't "get" the question. Do you mean that
1. when you use the Special\shut down menu option, the computer doesn't shut down (which is almost always an extensions conflict) and the screen remains on, or
2. that you are trying to usethe "powerbutton" on the CPU itself. In that case, you may need to hold it in for 5 seconds or you only go into sleep mode.

We reloaded the OS and it still happen. The screen is off, but the power is running, but when we press the power again to turn on the computer, the screen won't turn on. We have to unplug the power cord and turn on again to make it work.

We have had a similar problem, but with machines going to sleep and not waking up without a hard boot. To get around that, disable the hard drive and the system from going to sleep. You can still let the monitor shut off after awhile. If that does not work for you, disable the Energy Saver control panel through Extension manager and reboot. Have you checked Apple's site to make sure you have all the latest patches and ROM updates? If none of that works for you, try going to www.macfixit.com andcheck their forums. Here are some things you can try....

Rebuild your desktop.
Start your iMac as usual. Right after the extensions march across your screen, hold down the Command and Option keys. Your machine should ask if you want to rebuild your desktop. Click yes. Restart.

Try deleting your Preferences.
Go to the Preference folder in the System folder. Delete Finder Prefs, AppleTalk, TCP/IP. Just in case... These may be corrupt.

Zap the PRAM?
Turn on your computer and press Command, Option, P, and R at the same time. Your Mac should reboot. If it didn't, you did not press the keys in time. Some of your config would be gone though.

I'm not sure what a partial shutdown means here, but in your follow up, you mentioned that you had to unplug the power cord to get the iMac to start up again.

I've found that my G4 sometimes will hang on startup and when it does, it's generallyan external device or a PCI card. To get around the problem, I power off all USB devices or disconnect power from the USB hub. This will allow the Mac to start. Then reconnect them after sometime after the MacOS Splash screen comes up.

There's also a common problem with iMacs not waking from sleep. That's often resolved by the 9.0.4 OS update - as well as the usual tricks of rebuilding the desktop and zapping the PRAM
