InDesign CS4 no keyboard shortcuts

I have just setup a new pc, for one of our Graphic Design people, (Windows XP SP3), and installed Adobe Creative Suite 4 Design premium, along with MS Office 2007 Pro.
The user is a ' Power User', on the pc, (not an Administrator).
She cannot use keyboard shortcuts, from within InDesign, (they are just not present).
If I make her account, a local Administrator, everything works fine, but not when her account is a Power User, (or a normal User).
I have tried giving her Modify permissions to C:\Program Files\Common Files\Adobe, and to C:\Documents and Settings, as found in another post, but to no avail.
I don't like leaving people with local admin permissions, as they tend to install, unlicensed software :-(
I have two more copies of InDesign CS4 to install, and would like to fix this, before, I have to give these two people, local Admin, on their pcs.

Sorry but no can do

If I give her access to the registry keys, she will be able to write to the registry, (and install software, which is why I don't what to give her admin rights).

She doesn't need admin rights

but if she has permissions granted on that key she will be able to run the software. That will not allow her to install software.
