Is there a way or is there software available to specify that users can ONLY go to specific sites.

You can actually allow certain sites only using IE content advisor and creating your own .RAT file.
There are some instructions on the M$ Technet site.

Remove any spaces from the URL in order for it to work.

That should read 'allow only certain sites'. I did not mean to infer that the function was exclusive to content advisor.

You can also buy a personal firewall to even block more sites. XXX sites ect. But not only blocks sites it;s your firewall for net connection, Hack-Attacks- Hackers ect protects you from.
