IE is even more efficient than Chrome.
I did not read through the entire report to see if they also compared or qualified the power consumption versus the performance of the browser.
Of course, to evaluate if changing web browsers will impact your carbon footprint, you should also take into account the energy consumption of the developers, distribution and promotion of the different options.
I would suspect that just the research for the report used up most of the potential energy savings if everyone who would be swayed by power consumption changed browsers.
